Information not only coming as result from business transaction, but has been spread into deep functional, how to use this information to support the organization objective. Knowledge Management (KM), as one of the activity, is a term to manage the information and change information into knowledge.

The term of knowledge management can refer to KM context (the use of knowledge) and KM system (as a facilitator to create and use the knowledge). Organization that wants to implement KM need to have a KM system, beside to solve some organization issue and human factor in acquisitioning, collecting, and distributing the knowledge.

Theoretically, KM can viewed as context of KM, is the knowledge itself, that can achieve by following the process of knowledge creation based on SECI spiral model. For good creation process, it needs a KM system as a facilitator for each process. This system can be implemented if supported by organization environment which include human aspect and organization culture. To complete all stage in SECI, the organization needs an implementation framework to use as a guidance for defining each activity both in creating knowledge process and developing and implementing the KM system.

The challenges to build the KM system include the aspect of defining and developing KM context, developing and implementing the system. Lots of organization spent many time to develop the system, but as the matter of fact, two other aspect that has bigger role are defining KM context and implementation, because KM has strong relationship with the effort of knowledge extraction which exist on human mind.

This research is not emphasizing on KM context or KM system itself, but more emphasize on implementation aspect. The reason is the fact that KM context and KM system is very wide and the content can be vary for each organization, although the basic concept seems identically. Identification of KM or element of KM system in an organization depends on organization needs and the scope was depend on organization capability. The choice on implementation of KM as a scope of research based on the fact that although organization has build suitable concept for KM context and KM system, the biggest challenge is on implementation process. The failure on implementation process can make all effort on developing the system or the concept of KM was useless.

The focus on this research is to explore and build the framework for KM implementation, which the basic idea that KM implementation is one of most important aspect of KM adoption in an organization. Successful implementation will include all system development life cycle starting from requirement identification until system maintenance. Implementation framework will be general and build by using approach for four organization elements which are the organization itself, people, the needs of information and the need of supported technology.

The proposed framework then tried to implement in developing a proposed framework for implementation KM in one of apparel industry, BI-ENSI FESYENINDO. On this case, there is some interesting result: in initial stage, not all activity can identified clearly because there is some activity depends on decision of previous activity. The last two stage (implementation and evaluation) also not clearly identify yet. This result show that the framework not serve as one execution work, but need iterate and smoothing as the organization gain better understanding on the system and the context that will be developed.
text
