Description
Summary:The transformation of cross-regional urban transportation is an effort to facilitate the mobility needs of commuters in large urban areas, including in the Bandung Basin Urban Area. Commuter mobility in the Bandung Basin Urban Area mostly comes from Bandung Regency to Bandung City, but it is still done by relying heavily on private vehicles. Public transportation services in the Bandung Basin Urban Area are still not in demand by the majority of the population until a reliable Trans Metro Pasundan (TMP) service appears. However, the emergence of TMP services triggered various opposition from existing public transportation circles, one of which was the Soreang-Leuwipanjang Angkot route on Corridor 1D. In Corridor 1D, the rejection or resistance of a group of angkot operators on the Soreang-Leuwipanjang route resulted in the cessation of bus services at several points so conflict management efforts were made to restore TMP services as before. Referring to conflict theory, conflict management theory, and laws and regulations, this study will describe conflict management to overcome the resistance of Angkot on the Soreang-Leuwipanjang route to TMP Corridor 1D bus operations. Qualitative analysis was carried out using content analysis and conflict management formulation framework Fisher (2000) to identify conflict conditions and forms of conflict management for conflict management efforts that have been carried out. Based on the analysis, a series chronology of conflict events was obtained, the form of interaction patterns of parties in conditions before and after the return of TMP Corridor 1D services as before, dynamics covering two phases of a series of conflict stages with the possibility of a third phase, and forms of conflict management efforts that have been carried out including conciliation and bargaining. The resistance of the SoreangLeuwipanjang Angkot route to the operation of the TMP Corridor 1D bus, as a form of conflict, has been triggered due to differences in understanding and interests between the Soreang-Leuwipanjang route Angkot operator and the local TMP Corridor 1D service provider. In this study, conflict management is not only described by detailing the handling actions but also grouped based on the form of conflict management strategies and mechanisms. Finally, several conflict management strategies are recommended that can be developed to deal with thex resistance of angkot on the Soreang-Leuwipanjang route to TMP Corridor 1D bus operations. Strategy recommendations are formed by mapping the opening path strategy which is then contextualized based on the main problem of the conflict.
