Local governments form a regional apparatus or institution as a service provider (operator) in the form of UPTD, BLUD, and BUMD. This study aims to identify performance indicators in each institution, identify the potential of the region in each institution, and analyze the business model of each institution. The analysis used in the research was to obtain the value of SPALD management performance indicators and potential areas using the interview method. Data analysis used the ATLAS.TI application and then analyzed narratively. The results are useful for knowing strategy recommendations for the Domestic Wastewater Treatment System (SPALD) and business development for each institution. The results obtained show that the UPTD performance indicator is 2.62, BLUD is 5.54, BUMD PDAM is 4.64 and BUMD Perumda is 6.98. Regional potential with the Regulation and Policy aspect is the determining aspect because it has a relationship with 14 other aspects. text
