The government has made many policies related to fertilizer industry, ranging from subsidizing to fertilizer distribution area segmentation. Fertilizer subsidizing was meant to stimulate farmers to increase productivity and deal with the low farmers' buying power; meanwhile area segmentation policies was meant to increase effectiveness/efficiency, guarantee fertilizer availability in the market, and fertilizer price stability at the farmer level. <br />

On the contrary, in fact, in the realization there many shortcomings of the policies made by the government are found, for example fertilizer scarcities on many locations and the high fertilizer price at the farmer level. <br />

<br />
Fertilizer is a commodity which is very important for increasing the sustainability of the national food availability, and its presence is expected to become a catalyst of productivity in the farming sector. Fertilizer scarcities and absence at the farmer level will hamper the national sustainability programs and cause social, economic and political instability. <br />

The overall objective of this research is to improve fertilizer industry.. The specific objectives are: (1) To analyze fertilizer industry conditions in west Java. (2) To create the frame of fertilizer industry improvement policy formulation. (3) To evaluate fertilizer industry policies being used at the moment, (4) To make changes of fertilizer industry policies being used at the moment by improving their policy analysis model (5) To formulate fertilizer industry development policies which are more accommodative to stakeholders interests. <br />

This research uses three main steps of formulating fertilizer trade improvement policies, which are 1) fertilizer industry condition assessment, 2) visioning of policies which are going to be developed, and 3) policy making. <br />

Based on the results of visioning regarding to stakeholders in west Java, the root problem causes are found, which are 1) fertilizer distribution and price, 2) distribution supervision, fertilizer price and quality in realization, 3) coordination between related bodies/institutions, 4) decreasing fertilizer production, 5) planting and fertilizer consumption patterns of the farmer, 6) scarcities in the planting season, 7) subsidy policies, 8) superficial products and urea tablets containing subsidized ingredients. <br />

The goal of fertilizer industry policy improvement is: The creation policies to support fertilizer which are more timely, quantity precise, type precise, place/location precise, quality precise, and price precise, which can contribute to both productivity and added values to all stakeholders. <br />

The fertilizer industry improvement policy objectives are: 1) To boost fertilizer practicality and availability in the farming sector, 2) To increase cooperation and coordination among related bodies to realize fertilizer availability in the realization, 3) To boost the realization of fertilizer trade regulations which can support the national farming revitalization programs, 4) To firm the farmers body, 5) The presence of governments consistent fertilizer industry policy which is in favor of all stakeholders, 6) To increase participation, responsibility, and cooperation among all stakeholders in fertilizer industry supervision, 7) To support the realization of fertilizer trade regulations which can improve the national food sustainability programs. <br />

Next, in the research policies to improve fertilizer trade regulations are proposed. Based on Borda analysis, it can be concluded that policy improvement priorities are as follows: 1) Marketing, distribution, and supervision pattern improvements, 2) Production systems improvements, 3) Improvement of policy coordination among related bodies/institutions supported with integrated information system, 4) Farmers body strengthening, 5) The issuing of fertilizer industry gas supply guarantee acts, 5) The improvement the enforcement of infrastructure and supporting means of fertilizer trade regulations, 6) Re-evaluation of fertilizer subsidy system and other related regulations, 7) The founding of a national level marketing board. <br />
