MULTI DISASTER RISK DEVELOPMENT PROCESS OF ACTORS IN LEMBANG REGION (CASE STUDY: DESA LEMBANG AND DESA GUDANG KAHURIPAN)

Lembang region has been developed into high population density and high economic development region which resulted in intensive physical development. The combination of population density, physical development and potential damages and risks that are possible in Lembang region such as Lembang Fault, volcanic activities, and landslide have caused Lembang as a multi disaster prone and vulnerable region. Theoretically, the progression of vulnerability itself is influenced by individual risk perception and resulted in disaster preparedness action. Hence, technical studies in disaster risk reduction shall exclude the social economic of community. The purpose of this research is to identify multi disaster risk development process of community, private sectors, as well as a local government which has important role in disaster risk reduction action in Lembang. The findings of the study are as follows: the risk perception as well as disaster preparedness action of three actors are relatively low which is proven by inappropriate building construction and lack of disaster/earthquake-resistant designs, unsafe housing location selection, land conversion due to lack of adequate zoning regulation, and inadequate risk reduction program in local agencies. Those findings are resulted from several root causes which are insufficient of education and economic condition, limited disaster information, lack of political will on risk reduction program, and community’s cultures, histories and beliefs. Based on those understanding of risk development process, there are several actions need to be taken. First, improving community’s capacity as well as private sectors and local government’s capacities for disaster, adequate risk reduction planning and programming in local agencies and changing paradigm from reactive to preventive and anticipative in disaster reduction program, and adequate zoning regulation and building codes in order to control land use in Lembang region.
