This strategy is supported by a maintenance work program through a third party. However, the work program has not been implemented effectively because only 78.62% of purchase requests have been successfully processed through service procurement and only 78.95% of service providers have been able to complete the work in accordance with the agreed contracts. Because the criteria for providing factory maintenance services are not yet standarized, the Terms of Reference (TOR) prepared by users or planners have high variance even for the same work, making it difficult for procurement implementers to process quickly and difficult for prospective service providers to understand. After fulfilling the minimum requirements contained in the TOR or Scope of Work (SOW), the evaluation process to determine potential service providers is carried out only based on price criteria, namely the prospective service provider who provides the lowest offer. There for, service providers who succeed in becoming winners cannot provide best value for money performance which is a trade off from technical aspects and price aspects. The research focuses on developing multi-criteria used to select factory service providers and is decomposed successively into dimensions, elements and indicators. Model development is carried out by adapting and modifying existing models, related research and benchmarking to the parent company. The proposed indicators that have been developed are filtered through an assessment of the level of importance on a Likert scale by 107 personnel involved in the procurement process. Apart from the elements and indicators included in the administrative dimension, weights were determined using the Analytical Hierarchy Process (AHP) method involving paired assessments by 26 experts within the company. The results of this research are the criteria for factory maintenance service providers which consist of 3 dimensions, 13 elements and 58 indicators. The assessment of the administrative dimension is carried out through a knockout system, while the assessment of the technical dimension and financial dimension is carried out through a value system with parameters that have been developed so that the assessment can be carried out in a measurable and objective manner. The weight of the technical dimension is (67.41%) and the financial dimension is (32.59%). The three elements with the largest global weight for the technical and financial dimensions are the Human Resources element (21%), the maintenance cost composition element (20%) and the equipment element (14%). The results of the assessment instrument trials carried out through five scenarios prove that the assessment criteria and parameters that have been developed can be used to find winners in accordance with the principle of the best value for money text
