ANALYSIS OF THE AVAILABILITY AND SUITABILITY OF SPACE UTILIZATION CONTROL INSTRUMENTS IN NUSANTARA CAPITAL CITY

Nusantara Capital City develops a number of new terms regarding space utilization control that need to be compared with the provisions of space utilization control in Indonesia. The purpose of this study is to identify the availability and suitability of spatial utilization control instruments in Nusantara Capital City that are used to implement the Nusantara Capital City development plan. In this study, the data collection method is to conduct a desk study on existing space utilization control instruments in the Nusantara Capital City area and the space utilization control instruments in Indonesia. The analysis method that will be used is descriptive analysis, content analysis, and comparative analysis between space utilization control instruments in Nusantara Capital City and Indonesian space utilization control instruments. Based on the results of the analysis carried out, it is concluded that the instruments for controlling space utilization in Nusantara Capital City can be classified into: Nusantara Capital City-specific space utilization control instruments at the national level with the same content as the national level are RTR KSN IKN, RDTR IKN, KKPR berusaha IKN, KKPR non berusaha IKN, KKPR KSN, Nusantara Capital City fiscal and non-fiscal incentive provisions, Nusantara Capital City fiscal and non-fiscal disincentive provisions, Nusantara Capital City administrative sanctions. The Nusantara Capital City special space utilization control instrument is equivalent to the national content with different content from the national content, namely Perincian Rencana Induk IKN. Nusantara Capital City special space utilization control instruments are Rencana Induk IKN, RUTBL-UDD KIPP, Spatial output monitoring and evaluation, Development phasing output monitoring and evaluation, KPI outcome monitoring and evaluation, and Environmental management in RUTBL. In addition, there are still RTRWN, RZ KAW Selat Makassar, RTR Pulau Kalimantan, KKPR Laut, spatial audit, and environmental audit included in the classification of national spatial utilization control instruments applicable in Nusantara Capital City.
