LAND USE PERMIT IMPLEMENTATION ISSUES IN DEVELOPMENT CONTROL OF NORTHEN BANDUNG AREA

The landuse permit implementation of the Northen Bandung area in the West Java Province is conducted in order to process the governor's recommendation, as a form of permission roles sharing of provincial and regency /city in Northen Bandung area. Landuse permit of the Northen Bandung area becomes important, as one of the tools in development control for Northen Bandung area which has the conservation function. Landuse permit implementation in the province have not yet effective and efficient in controlling development in the Northen Bandung area, because there are issues that have not been noticed in the division of government affairs, spatial planning, and public service aspects. The research was to identify landuse permit implementation of the Northen Bandung area issues, which has been implemented by West Java Provincial Government to process the governor's recommendation. The steps taken are formulating the theoretical framework and indicators of the effective and efficient implementation landuse permits, identifying problems, and formulating recommendations. The indicators were resulted from the division of government affairs, spatial planning, and public service aspects, which include indicators which were related to authority, implementation of permit and coordination. The results showed most of the indicators of effective and efficient landuse permit implementation related authorities, and implementation of permits and coordination were not reached, because those were not implemented / not used / not produced. However, the indicators which were already reached still had gaps in the implementation / use, so those need improvement in the overall landuse permit of the Northen Bandung area mechanism. The recommendations of the effective and efficient landuse permit implementation of the Northen Bandung area were proposed the mechanism, which consists of the Preparatory Phase and Implementation Phase. West Java Provincial Government authorities need to optimize and to evaluate the Northen Bandung area landuse control regulations, to evaluate the governor’s recommendation mechanism, to optimize coordination, and to complement the landuse permit implementation of the Northern Bandung Area with the supporting legal tools and activities that had been mandated by the Northen Bandung area landuse control regulations.
