Summary:The growth of urban populations in areas with strong economies and good infrastructure triggers an increase in population density that is difficult to control, leading to various new problems such as slums due to rapid urbanization, ineffective planning, a lack of affordable housing, and poverty. To address these issues, the city of Palembang has implemented a public participation development approach aimed at improving the quality of sustainable, livable, affordable housing and settlement infrastructure, managed professionally, independently, and efficiently. To support this implementation, housing planning involving low-income community groups is needed to provide housing with shared facilities that support the sustainability of settlements. One concept that can be applied in Palembang is collective housing, featuring individual homes and shared facilities managed by the residents themselves. The 3-4 Ulu sub-district is one location with low-quality housing and settlements, where several community groups reside. This research is motivated by the lack of a collective housing development strategy to address housing and settlement issues among community groups. This study aims to identify stakeholders based on their level of interest and influence in the development of collective housing and to formulate development strategies by analyzing strengths, weaknesses, opportunities, and threats (SWOT). The research was conducted using qualitative analysis methods, namely stakeholder analysis and SWOT analysis, with a descriptive approach. The results indicate that stakeholders with varying levels of interest and influence, as identified through stakeholder mapping, require collaboration to develop collective housing strategies along the Musi River banks. The research produced 32 development strategies, divided into three priorities: 8 high-priority strategies, 14 mediumpriority strategies, and 10 low-priority strategies. High priorities include optimizing government and CSR programs, developing budgets and financing for community housing, and fostering stakeholder collaboration. Medium priorities involve improving human resources, facilitating low-income housing, providing shared facilities, involving community leaders and members, and developing vertical housing. Low priorities focus on engaging private developers, improving environmental infrastructure, and addressing non-technical obstacles. The strategies developed in this study are expected to serve as recommendations to the Palembang City Government to enhance the quality of slum housing andv settlements and improve housing accessibility for non-fixed income and nonbankable community groups
