Small enterprises play the main role and give potential contributions to national economy. In many countries this sector is being a strong based of developing national industrial sector as a whole.

In Indonesia, the growth of small enterprises seems lag compare with another countries. Although in fact, this sector is the largest part of entrepreneurs in Indonesia but it still gives a small value added contribution in the national economy. This condition is mainly caused by external and internal weaknesses inherent at small enterprises. Internal factors are capabilities on management, technology, production, information, marketing, etc. And external factors include supply of materials, market access, capital access, national political, macro economics, etc.

Studying on that problems, with trying to look on the weaknesses of small enterprises above, so it is needed urgently to give priorities on developing this sector through supporting in assistances, subsidies and protections, not only from government but also private sectors and any others related institutions. And one of the real form of this action is the program of large companies and small enterprises partnership.

This research is focusing on identifying the main factors influence on successing of that program. For the needs of research, the samples of small enterprises (the partners of large companies) are involved and used to be analysed.

The results of this research are small enterprises can be grouped in three categories of bussiness performance. They are success, success enough and not success. There are variables can be identified as discriminant variables that defference significantly among that groups; trainning on production techniques, assisting on management process, supporting on market access, building on enterpreneurs credibility, and external orientation of enterpreneurs character. So the partnership programs will be successful to develop small enterprises if they concern in giving support on that factors.
