government has become very massive and a priority. One of the National
Strategic Projects (PSN) related to mass transportation is the fast train project
named WHOOSH which currently serves the Jakarta-Bandung area. The
procurement of this fast train project is expected to be able to connect regions
that are considered strategic so as to increase accessibility between regions. The
President of the Republic of Indonesia, Joko Widodo, also directed that this mass
transportation be accompanied by the development of other supporting
infrastructure, such as road networks. This is necessary so that the development
of mass transportation in this context is the Jakarta-Bandung Fast Train to be
easily accessible to potential users. However, in its existing conditions, especially
at Tegalluar Station, there are still problems that are also a public complaint. In
accessing Tegalluar Station, it is considered that the available road network is
not sufficient. The road to Tegalluar Station is fairly small or narrow and the
quality of the road is not good (there are roads that are still rocky or unpaved).
This is the gap or difference between what the government aspires to and its
existing conditions. With the existence of these conditions, it can potentially be a
factor in decreasing demand in using the Jakarta-Bandung High Speed Train
(KCJB) at the Tegalluar Station node.
The degree of accessibility is a measurement to review the ease of location to be
reached from other locations through the transportation system. This study aims
to assess the degree of accessibility from Tegalluar Station to the regional activity
center that has the potential to use the Jakarta-Bandung High Speed Train
(KCJB) at the station. The potential area in question is the Eastern part of
Bandung Regency because this area is the target market of Tegalluar Station. In
the end, this research shows areas or sub-districts in eastern Bandung Regency
that have a poor degree of accessibility. In addition, the infrastructure factors
that significantly affect the value of the degree of accessibility through regression
analysis are also reviewed. This measurement focuses on transportation
infrastructure both quantitatively calculated using formulas and qualitatively by
looking at community preferences related to public transportation. In quantitative
measurements, the potential accessibility (PA) method is used, whose equation
adopts the variables of city mass/size and transportation costs. The mass/size ofviii
the city is interpreted by the number of people who have the potential to use fast
trains (as a social opportunity) and the GRDP of the sub-district (as an economic
opportunity). Then for transportation costs, it is interpreted by the travel time
factor determined from the calculation of travel distance, travel speed, and traffic
performance or level of service (LOS). From this quantitative measurement, it will
be possible to sort the sub-districts that have the highest to lowest degree of
accessibility from Tegalluar Station to their activity centers. This research will be
combined and complemented by community preferences regarding transportation
services to and from Tegalluar Station. These preferences are obtained from the
results of data collection through questionnaires.
Based on this method, it is found that Cileunyi Sub-district is the sub-district that
has the highest degree of accessibility value, while the sub-district that has the
lowest degree of accessibility value is Kertasari Sub-district. From the results of
regression analysis, it is also obtained that the equation model is sufficient to
describe the actual conditions shown by the value of Adj. R-squared value of
approximately 84%. The model concludes that from an infrastructure perspective,
travel distance and travel speed are the factors that most influence the value of
the degree of accessibility from Tegalluar Station to the activity center. On the
other hand, the community also assesses that the available public transportation
in serving trips from / to Tegalluar Station is not good enough, people prefer to
use private transportation or online transportation. The reason is because it is
considered that private transportation or transportation is more effective and
efficient, especially regarding time, safety, comfort, and affordability. Thus, based
on all the analysis that has been carried out, it is necessary to improve
transportation infrastructure through the construction and development of road
networks and public transportation. This is necessary so that the travel time to /
from Tegalluar Station is relatively short which is of course in accordance with its
geographical conditions. |
