AN ANALYSIS OF THE IMPLEMENTATION OF SEAMLESS CADASTRE TOWARD GRANTING BAJAU TRIBE SEA PROPERTY RIGHTS IN THE CONTEXT OF REALIZING THE DECADE OF MARINE

<p align="justify">For centuries, humans have exploited terrestrial natural resources, and when these became scarce, they began to look to the sea for various uses. One of the local settlements in coastal areas that developed in Indonesia is the Bajau Tribe. To provide justice to the Bajau Tribe, the Government of Indonesia must recognize property rights to buildings in Bajau settlements, clarifying the status of these buildings. The seamless cadastral method is a suitable approach to provide such recognition. With the implementation of a seamless cadastre, sea property rights for the Bajau Tribe can be granted if they fulfill the necessary legal and technical aspects. Based on a literature review, discussions on the Bajau Tribe have typically focused on health, sociological, and historical aspects. Previous research on the seamless cadastre model has been conducted by several researchers, but its specific implementation has not been discussed in detail. Furthermore, there has been no publication addressing solutions to improve the welfare and justice for the Bajau Tribe, particularly regarding the status of their residences. Therefore, it is important to conduct a study on granting property rights to the Bajau Tribe using the seamless cadastral approach. Based on research findings, it is concluded that recognizing property rights is feasible through two scenarios of rights recognition. Technically, granting property rights to the Bajau Tribe involves extending the concept of terrestrial property rights to marine areas, aligning with the seamless cadastre. The seamless cadastral mapping methodology combines land and marine cadastral mapping techniques. For land cadastral mapping, the existing technical framework is used, whereas marine cadastral mapping requires methodological adjustments. In the context of the marine decade, recognizing property rights for the Bajau Tribe using the seamless cadastral concept is in line with current initiatives..<p align="justify">
