Summary:The Makassar - Parepare Railway Project is the first mode of railway transport that will be available and operating on the island of Sulawesi. The study was conducted to determine the potential percentage of passengers using the car mode of transport who changed modes to use the train transportation mode on the Mangilu Station - Garongkong Station route. The mode selection theory is based on an individual approach, namely the discrete choice model. The data used in the mode selection model is obtained using the stated preference survey technique. The target respondents are South Sulawesi people who are assumed to be in the railway station cathcment area and have access to private car vehicles. The survey method was conducted by distributing links to questionnaires online through the Google Form platform, by first conducting a pilot survey to check whether the questionnaire design that had been prepared was sufficiently precise regarding the substance to be examined before the main survey was conducted. The attributes used in the stated preference survey scenario are travelling cost, travelling time and trip frequency. The options given in each scenario in the stated preference survey were analysed with a maximum likelihood regression approach to obtain a utility equation model. In the discrete selection model analysis applied is binomial logit, the resulting model of the utility difference is ???????????????????????????? ???? ???????? ???????????? ???? ???????? ???????????????????????????????????? ???? ???????? ???????????????????????????????????????? ???? ???????? ????????????????????????????????????. From the utility model, two attribute factors were identified that have a major influence on the choice of transport mode, namely: cost/tariff and frequency of train trips. The probability of choosing the train mode of transport is 55%, under the condition that the difference in cost or train fare is IDR 50,000 cheaper than the cost of the car mode of transport, and under the condition that the train departure frequency is every 180 minutes. In the analysis of the financial feasibility study for the operation and maintenance costs of the railway track with a concession period of 17 years, the Net Present Value (NPV) parameter is obtained at IDR 21,643,822,108 or positive value, the Internal Rate of Return (IRR) parameter is 15.7% or greater than the loan interest rate of 10.58%. For an overview of project risk allocation, the average value of the risk level of this project belongs to the high risk category.
