However, the synergy between the parties involved needs to be improved because there are still problems, such as overlaps or gaps in the implementation of structural disaster mitigation policies. It is necessary to know the parties involved, their roles, and where the implementation is according to the regulations. Therefore, this research uses a land administration concept that regulates human relationships with the land through defining rights, restrictions, and responsibilities (RRR) with a subject-RRR-object approach. This descriptive qualitative research used secondary data, especially laws and regulations and literature sources such as scientific journals and books with a case study of Pekalongan City. The data was identified and analysed using content and secondary data analysis methods while categorization based on the components of the approach using the classification analysis method. Conceptual modelling was then conducted based on the Indonesian Land Administration Domain Model (LADM) to implement flood and rob structural mitigation. The conceptual model consists of a party, administrative, and spatial unit package. The proposed model is expected to build a decision-making support system in structural flood and rob disaster mitigation. text
