EVALUATION OF POST-DISASTER SPECIFIC CONSTRUCTION WASTE MANAGEMENT FOR EARTHQUAKES, FLOODS, AND TORNADO IN SUMEDANG REGENCY 2024

Summary: | The Sumedang Regency area experienced three disasters at the beginning
of 2024: an earthquake caused by the Sumedang Fault, flooding in Ujungjaya due
to prolonged heavy rainfall, and tornadoes in Cimanggung and Jatinangor. These
disasters caused significant damage, including a specific type of waste, namely
construction debris resulting from the disasters. Managing post-disaster
construction waste is a critical aspect of overall disaster management to facilitate
recovery efforts. The estimated generation of post-disaster construction waste from
the earthquake, flood, and tornadoes is 353 - 1731 tons, 42 – 176 tons, and 5560 -
6457 tons respectively. Thus, the estimated total generation of specific post-disaster
construction waste from the three disasters is a maximum of 8364 tons, consisting
of concrete, sand, wood, glass, clay, asbestos, gypsum, and ceramics. From the
evaluation results of post-disaster construction waste management, Sumedang
Regency has sufficiently maximized the evaluated aspects (59%), although funding
(38%) and regulations (50%) were identified as areas needing improvement.
Meanwhile, the evaluation results show that the suitability of post-disaster
construction waste management fairly meets the guidelines stated in the Disaster
Waste Management Guidelines by UNEP-OCHA, with some notes for further
development. Therefore, recommendations regarding the improvement of aspects
and the establishment of procedures will be provided based on best practices and
guidelines already implemented internationally, as well as the new Regulation No.
1, 2024 by Minister of Environment and Foresty regarding Handling of Waste
Arising from Disasters. |
