SOCIAL AND ENVIRONMENTAL IMPACTS ASSESSMENT OF BANTARGEBANG INTEGRATED WASTE TREATMENT SITE (TPST) OPERATIONS BASED ON THE PERCEPTIONS OF THE TAMANRAHAYU VILLAGE COMMUNITY, SETU DISTRICT, BEKASI REGENCY
description Urban growth and population increase lead to a rise in waste generation in an area. It is recorded that urban areas worldwide produce an average of 2.01 billion tons of solid waste annually. This condition drives the need for landfills and final waste processing. However, often the existence of Final Disposal Sites (TPA) receives rejection from the surrounding community because of the impact it has on environmental and social changes in the community. This phenomenon is known as Not In My Backyard (NIMBY). This issue is also occurred at the Bantargebang TPST. The operation of the Bantargebang TPST caused environmental and social impacts on the community living around the site. These impacts are also felt by the community of Tamanrahayu Village, which borders directly with Bantargebang TPST. To address these impacts, handling actions are needed in accordance with the impact felt by the community. Therefore, a study is needed to assess the social and environmental impacts of the Bantargebang TPST operations on the Tamanrahayu Village community. This study uses qualitative descriptive analysis and matrix analysis. The results of the study show that there are positive and negative impacts caused by the operation of the Bantargebang TPST. The positive impact felt is in the form of job creation opportunities. Meanwhile, the negative impacts felt by the people of Tamanrahayu Village are in the form of a decrease in the quality of water, air, soil, and environmental aesthetic value, the occurrence of social conflicts, health problems, noise disturbances, and traffic disturbances. The decline in water, air quality, and health problems are significant impacts felt by the people of Tamanrahayu Village. Meanwhile, other impacts have a moderate level of significance. In dealing with these impacts, there are several mitigation efforts that can be carried out both by the DK Jakarta Provincial Government, the Bekasi Regency Government, and the community itself. Efforts that can be made by the DK Jakarta Provincial Government can be in the form of providing clean water facilities that can be accessed by all people of Tamanrahayu Village, controlling leachate produced by waste at the TPST, arranging the location of scavengers' residences around the TPST location, and providing a buffer zone that can limit the Bantargebang TPSTvii area with residential areas. Efforts that can be made by the Bekasi Regency Government can be in the form of coordination with the DK Jakarta Provincial Government regarding the handling of health and the operation of garbage transport vehicles. Meanwhile, within the scope of the community, simple efforts can also be made to minimize exposure to impacts, such as the use of filters on well water faucets to filter the content of sediment in the water and the planting of ornamental plants around the house to increase the beauty of the environment. These efforts must be carried out in a consistent and comprehensive manner to improve the quality of the environment and the people of Tamanrahayu VillageEfforts that can be made by the Bekasi Regency Government can be in the form of coordination with the DK Jakarta Provincial Government regarding the handling of health and the operation of garbage transport vehicles.
