EFFECTIVENESS OF NATURE BASED SOLUTION IMPLEMENTATION IN FLOOD DISASTER MITIGATION IN EAST JAKARTA

Climate change has exacerbated the risk of urban disasters globally, especially in cities in the Southern Hemisphere, such as Jakarta, Indonesia, which are experiencing rapid urbanization. One of the big challenges facing Jakarta is recurring flooding due to climate change and rapid developments in land use. Nature-based Solutions (NbS) combined with a hybrid infrastructure approach is an important adaptive step for a city. This research aims to identify the effectiveness of implementing NbS by the City of Jakarta in mitigating flood disasters. This study uses a mixed methods research framework, combining qualitative and quantitative methodologies. Qualitative techniques in the form of a literature review are used to identify parameters for assessing the effectiveness of NbS implementation and formulating strategies for increasing NbS in flood disaster mitigation. Meanwhile, quantitative methods are applied to measure the level of effectiveness of implementing NbS in mitigating existing and planned flood disasters in Jakarta. The assessment of the effectiveness of NbS is divided into two assessments, namely the first is an assessment of the implications of NbS in mitigating flood disasters based on four indicators of green, grey, hybrid infrastructure and supporting infrastructure. Second, the assessment of the NbS category in flood mitigation is based on assessment aspects and typology types. Based on the assessment results, the biggest indicator for NbS implications is the supporting infrastructure indicator (score 7.91 out of 10) and followed by gray infrastructure (7.25). Meanwhile, the assessment results in the NbS category in flood mitigation were the largest, namely the physical aspect (8.28). So it can be concluded that the effectiveness of flood management in East Jakarta is still based on gray infrastructure and physical infrastructure. The proposed flood disaster mitigation strategy includes various approaches, such as strengthening green and hybrid infrastructure-based efforts, improving social and institutional aspects, as well as conducting regular evaluations. These efforts aim to improve urban sustainability and effectively mitigate flood disasters in Jakarta.
