Therefore, required rule arranging about land right change, from customary land right to new land right according to UUPA. The rule is explained by through a customary land right conversion system. In the effort for implementation of the conversion, required research about customary communities characteristic along with domination to its land. Activity performed within studying customary land right conversion system, that is with identifying component that required in implementation of conversion. The component that is customary communities existence, land status, land right type and ownership evidence of customary land. Then, the component attributed to the national land law that is UUPA to see its comparison. The result of research that is obtained the appropriate conversion system to be applied in Kampung Naga and Kasepuhan Ciptagelar. The conversion refers to rule which there is in PMPA No. 2 year 1962 about Affirmative Converted and Registration of Ex-Indonesia Rights to Land; and PP No. 24 the year 1997 about Land registry, that covering confession mechanism of rights and affirmative of rights. In implementation of the conversion, land right of Kampung Naga and Kasepuhan Ciptagelar customary communities is converted to become together ownership. text
