Summary:Pekalongan City is located on the north coast of Central Java Province with three main rivers, namely the Kupang River, Loji River and Banger River. The Banger River is an artificial river which initially functioned to reduce flooding due to runoff from the Loji River, but due to several factors the Banger River flooded. The problem of flooding in this city is caused by several factors such as high rainfall, low elevation, land subsidence, sea level rise, and uncontrolled human activities. This research aims to obtain the optimum flood control function for the Banger River from technical and cost aspects. The research methodology used was conducting literature studies, data collection, spatial analysis, hydrological analysis, tidal analysis and hydraulic analysis using HEC-RAS. From the research results with a 20 year plan flood discharge (Q20) of 281,97 m3/s, runoff occurred with an average runoff height of 0,27 m (existing) and 0,85 m (existing land subsidence and sea level rise) . So, three flood control scenarios were carried out by implementing alternative 1 (normalization + earth embankment), alternative 2 (normalization + earth embankment + parapet), and alternative 3 (parapet) with two different conditions, namely the existing condition and the condition of land subsidence factors and sea level rise. The chosen short-term and long-term flood control solution is normalization + earth embankment + parapet because it is a flood control solution that is technically and cost effective.
