The city has six rivers, including the Bailang River, which has been flooded by heavy rainfall and quite dense settlements around its river border. On January 27, 2023, a flood occurred in the Bailang river stream, causing damage to residents' houses near the river. These flood conditions cause losses to citizens who need the role of stakeholders to give citizens an understanding of a safe place to live from the flood. The study aims to analyze the planned rainfall and flood discharge during the Q20 recurrence in accordance with PUPR Cake Year 2015 No. 28 and against the landscape design in the Provincial Capital as well as to know the perceptions and preferences of the people who live around the river boundary then give advice while educating as a preventive effort in flood management. The methodology used is to collect primary and secondary data. Primary data includes direct field river crossing measurement data and questionnaires to river border communities to find out their preferences and perspectives over river boundary areas, as well as secondary data including rainfall data, spatial data, topographic measurements data, and daily precipitation data. The results obtained from the analysis of the flood discharge in Q20 have a result of 434.6 m3/sec, used Q20 because according to the Ministerial Regulation of PUPR No. 28 Year 2015 on the Study of River Boundary Establishment for the Capital of the Province in the flow of the plan is in the range Q20-Q50. From the results of the analysis can be used a slope plan with a height of 2 m, upper slope width of 4 m and lower slope wide of 12 m with slope slope of 1: 2. The results of the questionnaire show that some people get information about the river border area from others as well as socialization from the government and the public also sees preventive measures for the management of garbage in the rivers. text
