An organization who plan to enter knowledge-era, to become a learning organization must have a knowledge management system. There are three critical things that must be worked out in order to change a company into a learning organization, meaning, management, and measurement-as David Garvin, a professor of Harvard Business School said. By using these three things as framework, Garvin define that a learning organization must have skill in these five activities:

1. systematic problem solving,

2. experimentation with new approach,

3. learning from past experience,

4. learning from the best practices of others, and

5. transferring knowledge quickly and efficiently throughout the organization.

To help realizing those five activities, an integrated knowledge management system needed so that all the process like knowledge capturing, knowledge creation, and knowledge transferring could be happen as long as the organization life.

This research focuses on the fifth activities transferring knowledge, with case study in regulation knowledge for Indonesia. |
