The rapid industrialization in Bekasi Regency, apart from improving people's welfare, also contributes to greenhouse gas (GHG) emissions which cause global warming. Dependence on the use of fossil fuels in industrial and transportation processes, electrical, agriculture, expansion of industrial areas, and population growth in Bekasi Regency are the causes of the emissions that occur. This is exacerbated by the reduction in carbon sink areas as a result of the large number of conversions of vegetated land into industrial buildings and residential. As the consequences, Bekasi Regency faces many challenges in maintaining sustainable development and management and mitigation of GHG emissions so that strategies are needed to control the emissions. GHG emissions are calculated based on the IPCC (Intergovernmental on Panel Climate Change) method while the carbon reserve calculations are based on allometric methods. Stakeholder analysis was carried out to identify institutions related to the GHG emission control policy and the Analytical Hierarchy Process (AHP) for determining strategic priorities. The calculation results show that GHG emissions in the industrial energy 8,532,315,968.59 tons CO2e, electrical 7,582,315.01 tons CO2e, transportation 4,142,021.21 tons CO2e, rice fields 1,522,037.33 tons CO2e, waste 792,252.36 tons CO2e, and livestock 76,111.79 tons CO2e with a trend of increasing. Meanwhile, from the 14 existing types of land use, the total carbon reserves in Bekasi Regency in 2022 was 2,219,484.06 tons C with a tendency to decrease every year. Identified 11 stakeholders involved in policies related to controlling GHG emissions and 3 priority emission control strategies in the form of developing new renewable energy (EBT) with the utilization of solar power plants (PLTS), reforestation mangrove forest protected areas, and managing critical land, disasters, settlements and industry in the form of planting tree species with high carbon reserves. More in-depth research needs to be carried out to calculate emissions and carbon reserves from other subsectors to obtain more detailed data, further analysis related to emission control policies and hearings with local governments regarding research results and strategic implementation plans in the form of programs. text
