Summary: | Outbreak-surveillance is a very important facility for monitoring of public health mapping. Routinely and accurately outbreak--data reporting is a must to establish outbreak-surveillance. In fact, this reporting could not be done by community health center (puskesmas) appropriately. Therefore a system which supports regular and accurate disease surveillance and outbreak management is required. In this research, internet based and mobile-phone based telemedicine systems have been designed and developed to answer the need for timely and accurate outbreak data reporting. Internet based telemedicine system is implemented through website which was built by using PHP and MySQL. PHP programming is used for interactivity between puskesmas (which has role to report the data) and DKK Bandung (which has role to monitor the data). MySQL programming is used for database system which contains all the data. Mobile-phone based telemedicine system was built by using short message service (SMS) feature in mobile-phone. This system consists of mobile-phone which is connected to personal computer (PC) and software installed in PC. Two software packages have been designed and developed based on the need in puskesmas and DKK Bandung. Offline and online experiments held in BME-ITB laboratory, in several community health centers, and in DKK Bandung proved that the systems have succeeded to meet the need of outbreak-data reporting and monitoring. Basic functions which have been tested in community health centers are: (1) Form W1 data reporting; (2) Form W2 data reporting; (3) Reading and replying messages from DKK Bandung; (4) Reading news; (5) Editing the puskesmas profile. Meanwhile, basic functions which have been tested in DKK Bandung are: (1) Monitoring all Form W1 data; (2) Monitoring all Form W2 data; (3) Sending and re-replying messages to puskesmas; (4) Informing news to all puskesmas; (5) Editing puskesmas profile; (6) Viewing the list of diseases; (7) Viewing the list of symptoms. In conclusion, the internet-based telemedicine system and the mobile phone-based telemedicine system have successfully performed the required disease surveillance and outbreak management. <br />
