role in the urban dynamics of the capital city. Known as a business, residential, and
shopping district, South Jakarta also faces significant transportation challenges.
One of the key areas in South Jakarta is Blok M, which serves as a major transit
center and commercial hub. To realize Blok M as a transit-oriented area, integrated
operationalization in area development and transportation systems is required. The
designation of Blok M as a transit-oriented area in Regional Regulation of DKI
Jakarta Province Number 1 of 2012 concerning the Jakarta Spatial Plan 2011-
2030 certainly affects the internal transportation system of Blok M.
The policy of establishing a transit-oriented area is expected to be a solution to
transportation problems in South Jakarta and Jakarta in general. The TOD concept
is expected to reduce dependence on private vehicles, increase the use of public
transportation and non-motorized vehicles, and encourage the development of
environmentally friendly activities. The characteristics of business and commercial
centers in Jakarta result in a demographic dominated by workers, making
transportation patterns in the area very dynamic and complex. The development of
ride-hailing activities is a sign of a transportation revolution driven by on-demand
services. Its impact on the transportation system is immediate and significant. In
the Strategic Plan of South Jakarta City for 2023-2026, traffic congestion remains
a strategic issue. Concerns arise that the implementation of TOD and the use of
public transportation may decline, ultimately affecting the sustainability of the
transportation system. The government has the responsibility to adapt to
technological developments, especially on-demand transportation developments.
Often, the lack of current data leads to misguided decision-making. Therefore, it is
important to profile who the users of ride-hailing services are and how their
adoption affects existing travel modes or predicts the potential growth of emerging
modes in the future.
The purpose of the study is to understand and expand knowledge about who the
users of new mobility options are and what factors influence their adoption
compared to public transportation modes. The study focuses on workers living invii
the Blok M Area (Melawai, Kramat Pela, Petogogan, Pulo, Gandaria Utara).
Various factors that can predict substitution for sustainable transportation are
compiled based on synthesis from various previous studies relevant to
international-level transportation planning, then adjusted to the demographic and
location conditions of the study area. The research uses a questionnaire instrument
to collect respondent responses, with a non-probability sampling method, where
respondent criteria have been predetermined. The questionnaire is designed with a
stated preference approach to identify respondents' choices from hypothetical or
planned situations and a revealed preference approach to identify respondents'
choices from existing alternatives. The analysis method used is binary logistic
regression to see the relationship between the use of ride-hailing services and the
variables that significantly influence the substitution of ride-hailing for public
transportation (model). An iterative process is carried out twice for each model,
first to identify which variables affect public transportation substitution, and
second, to see which attributes of the significant variables affect each model.
The analysis results show that the factors significantly influencing and shaping the
mode choice patterns of workers in the Blok M Area for public transportation are
the Annual Household Income variable, where low to middle household income
tends to use ride-hailing options, while middle-upper to high income tends to
maintain the use of public transportation, Private Vehicle Ownership, Travel Costs,
Usage Time, and various reasons for using ride-hailing such as being faster than
transit modes, difficulty parking at work/destination locations, and weather factors.
The study's results are expected to provide public policy information to ensure that
shared mobility technology will complement the existing multimodal conditions
without exacerbating environmental problems or inequalities related to individual
mobility choices. Synergy among stakeholders is needed to respond to the ongoing
digitalization of transportation and to address alternative solutions that may
answer emerging issues. This will indirectly impact the realization of a welldeveloped TOD concept through improvements in the transportation system and its
components. |
