They should participate as a whole from planning to implementation stage even at post implementation particularly in contributing their land for infrastructure development. In fact, the GLD implementation in Cibogo did not meet the real concept. Most of land owners refused to endow their land for constructing roads. As the result, there were just improving or broadening of roads. <br /> <br /> <br /> <br /> <br /> <br /> <br /> Based on descriptive analysis and statistical test, land owners participation generally is low either at planning or at implementation stage in GLD program. <br /> <br /> <br /> <br /> <br /> <br /> <br /> Chi-Square test indicates that the following factors affecting to participation are income, land area, number of family, highest education of family member, understanding level, benefit of program, number of well-known neighbour at their RT and RW. Also there is relationship among income, type of employment, house condition toward maintenance offering, form of maintenance contribution and constructing-house plan. Other factors consist of inaccurate scheduling, weak coordination among the parties and coincidence between GLD activity and local event. <br /> <br /> <br /> <br /> <br /> <br /> <br /> It concludes that to develop land owners participation in GLD program, social-economic background should be considered at the beginning i.e. spread of information to certain community, program socialisation for district official and arrangement of proper scheduling between planning and implementation. <br /> text |
