Many efforts have been done to reduce poverty but to-date, the local government, central government, private sector and the society have been unable to resolve the problem. <br /> <br /> <br /> <br /> <br /> There are 3,340,312 people (70.87percent of the population) working in the agriculture and plantation sector in Riau Province. Those working in the agriculture and plantation sector remain poor. However the irony is that Riau Province is well known as a natural resource richly endowed province and yet is unable to provide prosperity for its population. <br /> <br /> <br /> <br /> <br /> Besides petroleum, Riau province has soil which is suitable for palm oil plantation. According to the spatial plan of Riau province in 2004, from 8,135,897 Ha of land in Riau province, 3,133,398 Ha (38.5percent) have been allocated for palm oil plantation of which 1,639,452 Ha have been cultivated leaving 1,493,946 Ha to be cultivated. <br /> <br /> <br /> <br /> <br /> To ensure ownership of palm oil plantation by the poor in Riau province, an appropriate development cooperation system is required. Among the cooperation system in place in Riau province at present includes the PIR Trans System, KKPA System, and K2-I System. <br /> <br /> <br /> <br /> <br /> The third development cooperation system can guarantee ownership of palm oil plantation by the poor although there are some weaknesses and inefficiencies which render it unsustainable. <br /> <br /> <br /> <br /> <br /> The study recommends an alternative development cooperation system which is a combination of the three systems in palm oil plantation development cooperation present in Riau Province. <br /> <br /> <br /> <br /> <br /> The weaknesses of present development cooperation systems can be overcome by the alternative new cooperation system and positive aspects of the old systems should be maintained. The alternative cooperation system in developing palm oil plantation in Riau province is able to guarantee ownership rights of palm oil plantation by the poor in Riau province and as a result, their income will increase and subsequently reduce the rate of poverty in Riau province. text |

There are 3,340,312 people (70.87percent of the population) working in the agriculture and plantation sector in Riau Province. Those working in the agriculture and plantation sector remain poor. However the irony is that Riau Province is well known as a natural resource richly endowed province and yet is unable to provide prosperity for its population. <br />

Besides petroleum, Riau province has soil which is suitable for palm oil plantation. The third development cooperation system can guarantee ownership of palm oil plantation by the poor although there are some weaknesses and inefficiencies which render it unsustainable. <br />

The study recommends an alternative development cooperation system which is a combination of the three systems in palm oil plantation development cooperation present in Riau Province. <br />

The weaknesses of present development cooperation systems can be overcome by the alternative new cooperation system and positive aspects of the old systems should be maintained. The alternative cooperation system in developing palm oil plantation in Riau province is able to guarantee ownership rights of palm oil plantation by the poor in Riau province and as a result, their income will increase and subsequently reduce the rate of poverty in Riau province. |
