The increased number of container services during certain periods causes congestion and high TRT (Truck Turnaround Time) for external trucks. The average turnaround time for all external trucks in the stacking yard reaches 104.06 minutes for import trucks and 45.01 minutes for export trucks. The allocation and scheduling of RTGs (Rubber Tyred Gantry) become crucial aspects in the activities of external trucks in the stacking yard as they can contribute to high truck waiting times, also known as total delay completion time. The decision variables analyzed in this study are the allocation and scheduling of RTGs in the container loading and unloading process, which include container pickup times, the RTG number used, and the location of the container in the stacking yard. The parameters considered in the allocation and scheduling include the interference distance between RTGs, the RTG distance between time intervals, and the truck arrival time at the stacking yard. Using optimization model with linear programming with rolling horizon algorithm, the optimal results obtained are the allocation and scheduling of RTGs that result in a total expected delay completion time of 6858.95 minutes with an average TRT of 62.2 minutes. The allocation and scheduling scenarios are then presented using Gantt charts to facilitate TPK Koja in implementing the solution. The RTG parameter configurations are also analyzed to observe changes in the container TRT values. This allocation and scheduling method is expected to address the congestion and service level issues related to TRT in the TPK Koja area in the future, in accordance with regulations and standards. text
