ABSTRACT: <br /> <br /> <br /> <br /> Human resource is one of the 3 pillars of area development. Quality human resource in terms of education and health is extremely needed for Human Resource development and area development. <br /> <br /> <br /> <br /> The need of a person or family in making access/reaching health service differs. For the wealthy people, this is not a problem, they are able to choose health services according to their need. For poor families, this will be come a problem of its own. The connection of health and poverty becomes interesting to be analysed, for instance, the ability to access health service by poor families in urban and rural areas. <br /> <br /> <br /> <br /> The government as an institution which has the obligation to provide services is expected to provide health facilities which is able to be accessed by all kinds of people, especially poor families. One of the strategic issues and recommendation to increase health facilities for poor people is the need for reinforcement of poor peoples access to health services. <br /> <br /> <br /> <br /> The ability of poor families in reaching health services is influenced by several factors: physical and non-physical. The availability of fund, transportation, health infrastructure, time and distance is several examples of physical factors which may influence the achievement of health service. On the other hand, the ability of poor families in terms of educational level, information obtained and motivation possessed has become another factor (non-physical) which also influences the ability to reach health service. The aim of the study is to identify the ability of poor families in urban and rural areas in reaching (having access) to health services in Kecamatan Karanganyar. <br /> <br /> <br /> <br /> The approach of study used was descriptive and evaluative, based on the ability of poor people in urban and rural areas in reaching health services and the availability of health service infrastructure. The research variable consists of 2 unrestricted variables and one restricted variable. Physical factors of the ability to access (XI) which is in the form of infrastructure are elements which influence how a person reaches the location of health service physically. The non-physical factors of the ability to access (X2) are elements which influence someone in reaching non-physical health service, in the form of poor family perception. The ability to reach health service (Y) is health service influenced by the presence of infrastructure and the ability of poor families.
