The focus of the implementation of this project is the availability of centralized domestic wastewater distribution system services or better known as SPALD-T. PCSP is a city-scale centralized domestic wastewater management system development activity in Palembang City which is carried out with multiple sources of funding, consisting of Australian Government grants with a performance-based mechanism where grant funds are transferred from a special account to RKUD as reimbursementI from the use of the Palembang City APBD, APBN, and South Sumatra Province and Palembang City APBD. The total value of the grant awarded by the Australian Government is 45,000,000 AUD. The Direct Funding Agreement (DFA) was signed on September 12, 2017 and the DFA amendment was issued in April 2020 with a Closing Date extended to June 30, 2024. The main location of the centralized domestic wastewater management system planning is located in Ilir Timur II District with a special area called Catchment C. Based on the existing planning data, the community in the planning area has on average used septic tanks as their domestic waste treatment facilities and the total number of house connections planned to be built is around 2,500 SR. The construction of the centralized domestic wastewater management system line in the Catchment C zone is planned to use HDPE pipes with drainage to the collection pond (wetwell) in each major zone before finally flowing through the existing HDPE pipe to the Sei Selayur WWTP. The system used in this planning is a conventional system because it takes into account the population density in the planning area which is already included in a very dense area. The preparation of this document is expected to produce the best route planning and in accordance with existing conditions. The path planning of the centralized domestic wastewater management system uses the help of the SewerGems application to generate system calculations that are suitable for existing conditions. The CapEx value required for the construction of centralized domestic wastewater management system in Catchment C is IDR 259,571,534,000, this figure is obtained by considering 100% of the service. Meanwhile, the OpEx value required every year to ensure the running and sustainability of the system is IDR 218,050,000. The feasibility calculation uses two assumptions of the final liquidation value, assuming the final liquidation value of 85% of the initial investment value, obtaining an IRR value of 11%, NPV of IDR 22,485,675,931, and BCR of 1.29 and calculation using the assumption of the final liquidation value of 70% of the initial investment value, obtaining an IRR value of 11%, NPV of IDR 22,485,675,443, and BCR of 1.58. Referring to the IRR, NPV, and BCR calculation values obtained, it can be concluded that planning is said to be economically feasible. text |
