government generate Enhance National Determined Contribution (ENDC). One of the activity
on ENDC that set to reduce emission is using biofuel. Biofuel in aviation industry is widely
known as Sustaainable Aviation Fuel (SAF). Indonesia already conduct test flights using SAF
produce by SOE, PT Pertamina (persero) group to showcase Indonesia capabilities on
producing SAF. The next step after conducting test flight is preparing the implementation plan.
Lead by Coordinating Ministry for Maritime and Investment Affairs, currently roadmap for
SAF implementation is being made, including implementation stategy. Therefore, the study
conduct to give different prespective for SAF implementation strategy in Indonesia. The study
conduct by assesing PESTLE analysis and Porter 5’s Forces analysis to understand existing
condition in Indonesia . Then the scenario planning is generated by collecting data from indepth
interview with all stakeholders involved such as jet fuel producer & supplier, ministry of energy
and mineral resources, ministry of transportation, aircraft OEM, academics and airlines in
Indonesia. There are 11 driving forces identified in this study. Four scenario is generated by
combining most impactful driving force the SAF price and most uncertain driving force the
regulatory for airlines. Desired scenario for the future is determiend by interviewee then mark
as ideal condition in the future. Ideal condition and existiong condition is compared to find
gap. Then the gap is asses using TOWS matrix to define the strategy for implementation of PT
Pertamina (persero) group. |
