Summary:Terminal Peti Kemas Koja (TPK Koja) is a company managed by PT Pelabuhan Indonesia II (Persero) with PT Hutchison Ports Indonesia and engaged in container terminal operations operating in the port of Tanjung Priok. In 2022, TPK Koja had a large portion of waiting time for external import trucks from the overall turnaround time, causing congestion at the operational gate and the terminal's stacking yard. Based on fishbone diagram analysis, there are various factors that cause congestion at TPK Koja, one of which is the absence of a priority system in scheduling the arrival of external import trucks to the terminal. This research proposes the design of an optimal external import truck arrival scheduling system for TPK Koja and trucking companies by giving priority to certain trucks according to the location of the containers to be picked up in the stacking yard. This system is called the CRPAS (Container Relocation Problem with Appointment Scheduling) system. The approach used is bi-objective linear programming with the objective of minimizing the number of container relocations and minimizing the average shift in arrival time from the time desired by the trucking company. However, due to the high complexity of the problem, the search for an optimal solution for a large amount of data in TPK Koja takes a very long time. Therefore, this research will also use a heuristic approach with a greedy algorithm. The optimization method provides optimal results in the form of a total of 228 relocations in one day, while the heuristic method provides results in the form of a total of 255 relocations in one day. Both of these results are 29.8% and 21.5% more efficient than the existing system which applies first-come-first-served. In addition, the CRPAS system can also meet the needs of trucking companies with the average arrival time shift generated by the optimization method being only 0.38 shifts per truck and the heuristic method being only 0.48 shifts per truck. With this system, TPK Koja can reduce waiting time and service time in the stacking yard so as to reduce congestion at the terminal.
