The lack of adequate piped water system coverage in Jakarta causes commercial activities to exploit groundwater, resulting in groundwater insecurity. This research aims to build a water resources carrying capacity (WRCC) model in planning the city's central commercial area with a case study of the Kebayoran Baru area using systems thinking and systems dynamic to describe the dynamics of demand and supply of clean water. Research shows that the factors for calculating demand are more precise using land use than population of the area and that the demand for water is affected by the function of the area within the wider locality. For supply factors, it is more appropriate to use the area's clean water capacity from groundwater and piped water rather than total water potential, because not all water potential can be considered clean water. Apart from that, the pattern of interrelationships between demand and supply factors for clean water in the Kebayoran Baru area illustrates the Growth & Underinvestment Archetype. The problem of groundwater insecurity arises because of the need to maintain commercial areas as the center of the city's economic growth while there is underinvestment in piped water supply. Furthermore, simulation results using system dynamics illustrate that policy intervention on both the demand and supply side will provide better indicators of economic growth and groundwater insecurity than if policy intervention was only carried out on the demand side or supply side only. text |
