The primary goal of this regulation is to create social and economic harmony through cross-subsidies, by providing simple houses side by side with luxury and middle houses. However, the implementation of this regulation still faces significant challenges. High land prices and weak law enforcement tend to make developers ignore the principle of balanced housing. This study aims to describe the reality of implementing balanced housing in commercial housing in Gedebage District, Bandung City, which has experienced urbanization after being designated as a technopolis area, and the Second City Center in Bandung City. This study uses a descriptive qualitative approach with a case study, focusing on three selected locations: Bumi Adipura Housing, Summarecon Bandung Housing, and Griya Cempaka Arum Housing. The main focus of this study is to evaluate the effectiveness of balanced housing implementation in terms of requirements, the role of housing development actors, and the challenges. The results of the study indicate that the implementation of balanced housing regulations as an effort to provide public housing is ineffective because it is still hampered by several challenges, especially related to developer compliance and law enforcement. The concept of balanced housing in commercial housing by private developers is more effective in creating housing diversity in one area for the middle to upper class than in requiring private developers to provide simple houses. This study highlights the importance of a more integrated approach to spatial planning to achieve the goals of balanced housing. text |
