The development induces technology role changes on business or organization. There are efficiency, effectiveness, and strategic roles. The role of efficiency is to replace human with information technology which is more efficient. The role of effectiveness is to provide information for more effective managerial decision making. Beyond the role of efficiency and effectiveness, information technology also is used strategically to win market competition. Information Technology is dubbed as strategic weapon which is used as a powerful tool to compete and even as enabler for an organization to be able to get competitive advantage. <br /> <br /> <br /> In the information era, business activities in an organization are tightly coupled to the role of Information System (IS) and Information Technology (IT). IS is a reliable means to win competition in industry, to help organization in coping back office processes efficiency, to increase service quality for consumer, to help decision making, to plan for the future, to extend the market, and for marketing products. <br /> <br /> <br /> Organization’s competitive advantage is supported by the information system which is made suitable with the process maturity level and organization’s future business plan to win the competition. Information System functioned as a means in helping organization to achieve its goal. Organization needs to search for its business requirements and to evaluate Information Technology resources until it acquires opportunity which may be used and developed by the actors inside the organization. <br /> <br /> <br /> Tough competition among state and private universities, certainly require ones to have strategy to win the competition. STMIK Mikroskil is one of the private universities experiencing rapid business growth. In achieving the goal formulated in its vision and mission, STMIK Mikroskil needs business strategy in conjunction with IS/IT strategy. To win the competition, STMIK Mikroskil designed IS/IT strategic plan which is aligned with its business strategy. Good IS/IT strategic planning requires framework which is able to optimize IS/IT strategic role in the organization, to increase business value, and to create competitive advantage. <br /> <br /> <br /> The basic concept used in building Information System and Information Technology strategic planning framework is methodology proposed by John Ward and Joe Peppard. Research method performed are literature study, direct observation on Tridarma Perguruan Tinggi activity (particularly in student education and administration, financial administration, and human resource administration), and analyzing basic theory used in building IS/IT strategic planning framework. <br /> <br /> <br /> The proposed framework on Information System and Information Technology strategic planning consists of 5 phase, those are: phase is IS/IT strategic planning preparation initialization, phase-2 is to understand business and information needs, phase-3 is to determine IS/IT target, phase-4 is to determine IS/IT strategy, and phase-5 is plan and implementation. Strategic analysis is performed using PEST analysis, BCG matrix analysis, Porter's 5 Force Model analysis, SWOT analysis, Value Chain analysis, CSF and KPI analysis. <br /> <br /> <br /> This research produces an integrated IS/IT strategic planning framework which assists management to manage resources to produce accurate information required and can be used collectively by all persons in organization <br /> <br /> <br /> Conclusion of this research is a design of IS/IT strategic plan framework which is proposed to be implemented and used as a tool in planning IS/IT strategic plan for the future at STMIK Mikroskil. <br /> text |
