As the epicentre of growth, the Bandung Basin also faces the challenges of a fast-growing urban area related to transport, waste, spatial planning, environment, and governance of cooperation between administartions. The NBA has historically, even in planning documents, carried an environmental function with the expectation that it would be able to provide protection for the surrounding area, one of which is related to the regulation of water resources. This aspiration shows a connection with the concept of payment of environmental services (PES), which has been growing in the last three decades. Wunder (2015) refined the definition of PES, stating that in addition to being voluntary, PES can also occur based on the agreement of potential providers and potential beneficiaries of managed ecosystem services. Using a systematic literature review, this research was conducted to explore the concept of PES as one of the instruments to control spatial utilisation in NBA. Utilising the main references in articles available in the Scopus database, complemented by related university student research, as well as looking at the development of related regulations, opportunities for integration of PES and control of spatial utilisation were explored. The findings based on the literature review became the subject of discussions with stakeholders to see their perspectives on empirical conditions. The results show that theoretically, PES can support one of the instruments of control of spatial utilisation, namely through incentive and disincentive approaches. However, an in-depth understanding of the technical context, locality, and governance that is most appropriate in pursuing its benefits in related conditions is needed. text
