Summary: | City of Denpasar, the capital of Bali Province, Indonesia, has long been a center of government and economy since the era of kingdoms until modern times. The city has grown rapidly, particularly in the economic sector, which not only relies on the tourism industry but also on the trade of goods and services. One example of this transformation is the physical and economic development that began in the 1970s, when Denpasar started evolving into a modern city with the construction of shopping centers, shophouses, and terminals. The Suci Plaza Gold Trading Center, located in the heart of Denpasar, is one of the major retail centers built during this transformation. The building became an icon of modernization, serving as a gold trading hub, replacing its previous function as a terminal and night market. Despite its strategic location at the intersection of three main roads (Hasanudin Street, Sulawesi Street, and Suci Street), Suci Plaza eventually failed to maintain its appeal as a trading center.
Factors such as the increasing number of traders in surrounding areas and the emergence of more accessible shophouses caused traders to leave Suci Plaza, leading to stagnation in commercial activity within the building. Now, the former Suci Plaza building is in a state of disrepair, with minimal economic activity. Although the core structure of the building remains intact, certain elements, such as Balinese ornaments and ceramics, have deteriorated. Current activities in the building are limited to street vendors and a single coffee shop on the ground floor. The second floor has been repurposed as a small cooperative office.
Despite its current state of abandonment, the former Suci Plaza area holds great potential for revitalization, particularly due to its strategic location in the center of Denpasar. A bus stop is currently being constructed nearby, connecting the Sanur- Ubung route, which links important tourist and economic zones in Denpasar. Additionally, a city tour transport route passes through this area, making it a crucial point in Denpasar’s transportation network.
The Highest and Best Use (HBU) approach is seen as the ideal solution to optimize the use of this building. HBU is a concept that aims to find the best function for a property asset based on its location, market conditions, and financial potential. In the case of Suci Plaza, this approach involves modifying the building’s function to
be more relevant to current community needs. The proposed revitalization includes the addition of new facilities that could attract target markets, such as retail stores, food courts, co-working cafés, rental offices, and annual co-working spaces. This is expected to appeal to young entrepreneurs in Denpasar and other local residents.
By applying HBU, the building's value can be increased through the optimal utilization of existing assets. Economic feasibility analysis shows that this revitalization project could generate a Return on Investment (ROI) of 17%. This figure indicates that the project is financially viable and can positively impact the local economy. Revitalizing Suci Plaza not only has the potential to enhance the city's aesthetics and urban planning but also to provide spaces that are relevant to the community, especially for the younger generation who require facilities to support their business and social activities.
In conclusion, revitalizing the former Suci Plaza building through the HBU method is considered a strategic step to optimize an abandoned urban asset. This project is expected to contribute to improving the urban quality of Denpasar, boosting local economic growth, and providing relevant and attractive public spaces for the community.
