Summary:This research traces its origins to the initiation of the development project by the Government of West Java in collaboration with the Japan International Corporation Agency (JICA), specifically focusing on the Rebana Golden Triangle Region comprising Patimban Port, Kertajati Airport, and Cirebon Port. Despite existing regulations and policy changes, this study sheds light on the incongruity within the Spatial Planning Plan (RTRW) of West Java, which has yet to accommodate the nomenclature of Rebana Region as a strategic area. With the aim of evaluating the planning governance, this research employs the Actor-Network Theory (ANT) approach. Secondary data collection involves analyzing media coverage, government publications, and relevant research literature. The findings reveal that the formulation of planning regulations under Presidential Regulation No. 87 of 2021 involves various stakeholders, including the National Committee for Acceleration of Priority Infrastructure (KPPIP), the Provincial Government, and the districts/cities within the Rebana Region. Governor Regulation No. 84 of 2020 focuses on issues of underdevelopment in coastal areas, particularly in Subang, Indramayu, Cirebon districts, and Cirebon City. The study emphasizes the pivotal role of planners in understanding and adapting to policy changes while actively participating in the change process. The power analysis in planning, utilizing the concepts of "black-boxing" and "warranting of knowledge," reveals strategies employed to maintain legitimacy. Power dynamics among the government, interest groups, and the public are identified, with the Joint Agreement and Governor Regulation No. 85 of 2020 forming the organizational structure. In practice, planners must actively gather and analyze information, adapt to policy changes, play a role in the change process, build networks, provide strategic recommendations, facilitate effective communication, and engage stakeholders. This research contributes to understanding the governance of Rebana Region planning through the lens of Actor-Network Theory, with practical implications for planners and policymakers. The research findings can serve as a foundation for improving coordination among involved parties in the planning and development of this region. Practical implications include expanding planners' understanding of policy roles and impacts, as well as strengthening collaboration between the public, private sectors, and communities in achieving the goals of strategic development areas like Rebana Region.
