Summary:Goods and services procurement activities in the construction industry play a crucial role in determining project success, considering that their value reaches 60% of the total project budget. In research conducted on PT XYZ, it was found that total procurement reached 86.18%, However, on the other hand, the procurement process often faces challenges such as dependence on one supplier, inaccuracies in selecting suppliers, price fluctuations and supply disruptions. It is also known that the implementation of procurement of goods and services has not been effective and efficient because there is still repeated procurement for the similar goods and services, apart from that there is also an increase in procurement costs when there is a switch from the initial supplier to a replacement supplier when there is a disruption or delay in supply. and the most detrimental thing is when there is a disruption/delay in supply. Therefore, this research aims to design a procurement portfolio that can help construction companies optimize the procurement process. The research was conducted at a state construction company (BUMN), then data collection was carried out through interviews and questionnaires involving company procurement experts and data mining procurement originating from historical procurement records for 1 (one) year (2022). The questionnaire was carried out in 2 (two) stages: the first questionnaire was to determine the priority of criteria in the dimensions supply risk and dimensions profit impact with method Analytical Hierarchy Process (AHP), the second questionnaire to obtain performance score goods and services with a 5 (five) point rating scale, value performance score This is multiplied by the weight of the criteria to get the value weight average which will later be used as input for the Distance Matrix calculation Euclidean. Then the matrix is used as input for method calculations Multi Dimensional Scaling (MDS) which produces positioning goods and services on Kraljic's Matrix. The research results show that 53 categories of goods and services are spread across 4 (four) quadrants of Kraljic's Matrix, there are 14 items in the quadrants strategic, 10 items in the quadrant leverage, 14 items in the quadrant non-critical, and 15 items in the quadrants bottleneck. The focus of developing this model lies in v the strategic quadrant, because of the high purchase value and high supply risk, of course this will have a significant impact on the company. A cost calculation simulation was carried out on one category of goods/services, namely concrete iron, by comparing the procurement of the regular contract method with the umbrella contract method, an average procurement efficiency value of 7.71% was obtained. Then by doing streamlining, the time for the procurement of goods/services process can be reduced from previously completed within 14-17 days to 8 (eight) days for procurement through the head office. Meanwhile, for procurement through business units or projects, the original procurement time was 11 days to 4-8 days. It is hoped that this portfolio proposal can be included in the company's SOP and can then be implemented so that the company's procurement process can be more effective and efficient.
