Summary:Smart city have become a global trend for city development. It is closely related with technology usage in order to improve public services. IT-based governance also well-known as e-government. In Indonesia, smart city implementation started with program of “Gerakan Menuju 100 Smart City Indonesia” since 2017. Along with smart city implementation, Perpres No.95/2018 is released by Indonesian Government as regulation of e-government or known as SPBE. Kebumen Regency is selected as one pilot project of smart city implementation in 2019 along with other 24 Regions/Cities. Before implementing smart city, Regional Government of Kebumen Regency have implemented e-government (SPBE) refers to Perda Kebumen No.4/2018. This research is intended to evaluate maturity of smart governance program in Kebumen Regency as one of smart city dimensions. Mixed-method is used to identify existing condition and maturity level of smart governance implementation as one dimensions of smart city in Kebumen Regency. These identification use 3 variables which consist of 12 indicators. After that, this research also identify influential factors for maturity of smart governance implementation in Kebumen Regency and also identify challenges of that implementation. The result of this research showed that maturity level of smart governance implementation di Kebumen Regency has reached level “smart” with score 83.86%. Besides that, the most influential factor for this maturity is stakeholder relation. While the challenges encountered are technological limitation, human resources capabilities of Kebumen internal government and external factor.
