Summary: | Limitation of governmental fund in carrying out infrastructure development pushes government to look for efforts source of financing including by doing foreign loan policy. This foreign loan can stem from multilateral financial institution such as World Bank, ADB, IDB, and foreign country such as Japan, French and other foreign countries. Governmental official loan can be in the form of financial loan and technical assistance consisted of program loan which applied for General Revenues and Expenditure Budget (APBN) and Project loan which applied to finance certain development activity. For foreign loan usage, each lender gives different rules in every implementation of its project. Difference of usage rule of foreign loan from every donor often becomes problem for lender in execution of the project including in Indonesia, where procurement procedure with foreign loan must follow Loan Agreement and Procurement Guidelines from lender, while procurement procedure of Keppres 80/2003 can be applied if not against rule from lender. The effect of difference of procurement procedure between Keppres 80/2003 with lender procurement procedure such as World Bank/ADB procedure, problem often happened of procurement process for example error in procurement process because of the misunderstanding of the procedure so that lender stops loan and cancellation some packages of project because expressed misprocurement, procurement process becomes long draw out, and chosen contractor unmatched to client standard. This procurement problems can influence procurement performance, one of them is procurement performance of contractor because if happened delay on procurement and chosen contractor with inadequate capacity, hence execution of construction will come late and level of disbursement of loan becomes low of which can cause at payment of loan fee such as commitment fee. This research meant to develop procurement process performance management and identify factor that influence time procurement process. This functioning indicators as benchmarking which will be applied as a means for measuring concordance between procurement procedures of Keppres 80/2003 with procurement procedure of World Bank /ADB to know the level of procedure difference that influence to procurement period. This research done to know the procurement performance with procurement procedure of Keppres compared to procurement procedure of World Bank /ADB to can be done harmonization of procedure for improvement of procurement performance in the future. The research obtained that in general there is concordance between procurement procedures of World Bank and ADB, while procurement procedure of Keppres 80/2003 having a real difference with procurement procedure of WB and ADB especially in the case of pre-qualification and bid evaluation. Procurement performance indicator of WB/ADB which very had an effect to procurement period were time for receiving NOL (No Objection Letter), while procurement performance indicators of Keppres 80/2003 which very had an effect to procurement period were frequency of announcement of re-qualification, frequency of re-qualification, bid variation and re-evaluation of bid document. |
