Based on SIPSN data, in 2022 managed waste reached 96.78% or 3% of waste ended up in the Sarimukti Waste Processing and Final Processing Site (TPPAS). The condition of Sarimukti Landfill which is already over capacity, will be closed in 2024. One of the efforts made by the Bandung City Government is to build waste processing facilities in the form of Material Recovery Facility (MRF). In addition, the MRF development program was initiated by the Improvement of Solid Waste Management to Support Regional Areas and Metropolitan Cities (ISWMP). The purpose of this study is to determine the influential factors in waste management at the MRF program (Cicukang Holis MRF) and non-program (Babakan Sari MRF) and plan the waste management tariff. The target of respondents, namely 100 samples of people who are served by waste transportation to the Cicukang Holis MRF and 154 samples of people who are served by waste transportation to the Babakan Sari MRF (error percentage 8%). Data were collected through observation, questionnaires, and interviews. This research analyzes 5 (five) aspects of residential waste management, namely technical operations, regulations, community participation, financing, and institutions. The method used is the SEM (Structural Equation Modelling) method to determine the influential factors in waste management at the MRF and the CVM (Contingent Valuation Method) and waste calculator (Minister of Home Affairs Regulation Number 7 of 2021) to plan the waste management tariff. The results showed that the most influential factor in waste management at MRF is the financing aspect with value 0,434 (Cicukang Holis MRF) dan 0,404 (Babakan Sari MRF). Then, the factors that significantly affect the value of willingness to pay (WTP) for waste management services are the last level of education and income. The average value of ability to pay (ATP) still exceeds the average value of willingness to pay (WTP) because the community has not felt the utility of waste management services. Then, the value of the retribution rate resulting from the waste calculator is greater than the CVM, so a subsidy from the Government is needed. In addition, the formation of incentive and disincentive schemes in waste management. text |
