Driven by the spirit to improve the quality of life and well-being of rural communities, this concept places the utilization of information and communication technology, innovation, and participatory approaches as its main pillars. The vision of smart villages is the realization of self-sufficient, advanced, and prosperous villages by optimizing local potential and empowering their communities. Despite its promise, the implementation of smart villages in Indonesia faces several challenges. One of the most crucial is the lack of a comprehensive and contextualized measurement model. Without a proper measurement tool, it is difficult to objectively measure the progress and effectiveness of smart village programs, identify areas that require specific intervention, and evaluate their impact on community well-being. This research is designed to address these challenges by developing a measurable and relevant smart village measurement model within the Indonesian context. This model is designed in accordance with the Garuda Smart City Framework (GSCF) concept. The method used to build a smart village measurement model in this study is the Design Science Research Methodology. It begins by conducting a needs analysis and an in-depth literature study to examine the concept of smart villages, key indicators, and existing measurement models. Next, identify problems and solutions to problems. The next stage is the development of a smart village measurement model. Concluded by testing the model and indicators that have been built. The result of this research is a smart village measurement model composed of six domains consisting of three main domains, namely smart economy, smart society, smart environment, and three domains as enablers, namely people, ICT, and governance. The measurement model is equipped with 13 components and related indicators for each domain with a total of 44 indicators. 5 This research is expected to provide a practical contribution in the form of a smart village measurement model that can be replicated and adapted for implementation in various villages in Indonesia. Theoretically, this research will enrich the conceptual discourse and knowledge about technology and innovation-based village development. Furthermore, this model is expected to become a reference for the government, policymakers, and related stakeholders in formulating strategies and targeted interventions to realize inclusive, independent, and sustainable smart villages in Indonesia. text
