The implementation of a land consolidation in the Second Municipality Region of Palu as one of the approaches to the housing area planning has an implication on the increase of the economical value of the land. In the implementation of the land consolidation, the land being consolidated will be classified into three functions : <br />

(1) LPBP, (2) the plot being distributed to the former owner in the form of an arranged site, and (3) a land prepared for facilities and infrastructure of the housing area. The application of the above concept has a lot of variations so that a research after the consolidation will be useful to the effort of improvement of the application in the future. <br />

This research aims to find out : (1) conformity of the consolidation application technique and the existing stipulations, (2) degree of participation from the people and the government, (3) degree of fund feasibility for the land consolidation. By using the Multi Criteria Analysis the following results are obtained : (1) Technically, the criteria for location conformity and the acquisition of certificates are fulfilled. However there are few drawbacks in the criteria of land allocation, that is, the completion for the housing facilities are still very minimal (1.16 % - 4. 20%) and the density planning is not optimal yet in the Pengawu location. The criteria for the required land reduction needs continuous perfection and this also applies to the arrangement of certifying the land in terms of time. (2) Considering the participation aspects, either from the government or the land owners, there has not been a full participation. It is obvious that the people lack understanding the real meaning of the consolidation material, but that they are very responsive towards structuring the facilities and obtaining the land certificate. (3) Lookinat the fund feasibility aspect, both parties, either the people or the government, get a benefit with the value of q optimum in the area of Petobo. Although other places (Birobuli and Pengawu) are not allocated a piece of land for LPBP, the people and the government still obtain benefit in the form of the increase of the land price and the availability of facility for land and infrastructure for housing. Therefore, recommendations for the effort of improvement and effectiveness in the Municipality of Palu to be taken into consideration are among others, guiding the people who participate to achieve a better material quality. To realize this, the support of dependable practical man power is needed and this can be attained through planning personnel training and co-operation with a consultant. <br />
