In 2018, the DKI Jakarta Government introduced Governor Regulation No. 90 which emphasizes a participatory approach through the Community Action Plan (CAP) and Collaborative Implementation Program (CIP) programs, which also consider social and economic aspects that are often missing from the planning spectrum. Although these programs are designed to involve the community, the handling is still done in a top-down method. This study aims to determine the extent of community participation capacity in each phase of the program and also identify community understanding and barriers to the implementation of the quality improvement and slum upgrading program in DKI Jakarta, utilizing a qualitative approach with data obtained from observations, interviews, document and literature studies with theoretical framework, qualitative descriptive and content analysis methods. The results of the findings show that the community feels that the program is so complex in terms of stages and there are no efforts to ensure understanding of the program and the role of the community, so that participation is considered not to fully apply the participatory concept. It is necessary to affirm the implementation of collaboration between parties regarding their respective roles, in order to cover the objectives of the program. By exploring the dynamics of program implementation and participation, it is intended to enrich the literature and practice in the field of urban planning and settlement management as well as in the context of the CAP CIP program, and as a starting point for evaluating the program. text
