One of the TOD areas in Indonesia is the Jakarta MRT TOD managed by PT MRT Jakarta. Among these, the Dukuh Atas TOD has the highest potential for providing affordable housing, with a total of 13,200 units or 83% of the total potential for affordable housing along the current Jakarta MRT corridor. However, high land prices in downtown areas pose a major challenge. Therefore, through the Dukuh Atas TOD Urban Design Guidelines document, PT MRT Jakarta offers several alternative strategies for providing affordable housing. This research aims to formulate recommendations for developing affordable housing strategies in the Dukuh Atas TOD, considering that general strategy alternatives need to be adjusted to the context and development characteristics of each area, which differ from one another (Chava & Newman, 2016). The research method used is a combination of quantitative and qualitative methods. Quantitative data is used to identify the characteristics of housing in the Dukuh Atas TOD, while qualitative data is used to assess alternative strategies for providing affordable housing based on the perceptions of relevant stakeholders. Stakeholder assessment is conducted with a “consult” approach to obtain feedback on the suitability of the developed strategies. The research results indicate that the characteristics of housing in the Dukuh Atas TOD, based on average prices, are only affordable for upper-class households. Stakeholder assessments of the eight alternative strategies offered show that land consolidation and phased development strategies are considered most suitable for the characteristics of the Dukuh Atas TOD, but there are significant challenges in implementation, such as high land prices, property speculation, and resistance from landowners. text |
