Description
Summary:Abstract :

Fixed line telephone density in Indonesia has been growing very slowly because of the incumbent monopoly and became stagnant due to economic crisis that took place since 1997. To boost the telephone density growth, the Indonesian government has changed the policy through the new regulation of Telecommunication Act No. 36/1999, which opens the fixed line telephone competition in Indonesia.

For fast deployment and relatively low investment cost, Fixed Wireless Access (FWA) technology has been considered as the most possible alternative technology for fixed access network by many operators in Indonesia. However, several FWA-based technologies are available in the market and to choose the best FWA technology is not a simple task.

Therefore in this study, we conducted a comprehensive evaluation to selecting the right FWA technology for fixed line telephony services deployment in Indonesia. The method is a study comparison between the GSM1800 FWA and the CDMA2000-1X FWA in term of technical and economical criteria, and business feasibility analysis. These two FWA standards have been, chosen for this case study because there are most implemented wireless access technologies in Indonesia.

The results show that CDMA2000-1X FWA technology outperforms GSM1800 FWA technically and economically. We also evaluate and compare the CDMA2000-1X with the GSM1800 FWA and GSM1800 Network Sharing FWA on feasibility study and we found that CDMA2000-1X deployment will give better business feasibility than others with lowest new customer addition per year and Average Revenue Per User (ARPU) required to become feasible.
