Summary:Bandung Institute of Technology (ITB) as Public University has the obligation to fulfill the the three pillars of higher education practice. Based on Minister of Education and Culture’s Decree, one of the indicators for university accreditation is the performance of each study programs or faculty to involve in colaboration with world-class partners, which is the responsibility of the Partnership Bureau at ITB. On the other hand, Partnership Bureau has the obligations to receive collaboration requests from potential partners, select the requests, till the process to establish a MoU draft from those requests. However, there are factors like the limitation of bureau personnels, high subjectivity in assessing the potential partners, the absence of clear and structured selection criteria, which made the decision maker to be unable to consider other crucial factors, such as tentative strategy directions, asset limitations, and the potential for successful collaboration. In the real case, scenarios of receiving requests could affect the decision-making process. Therefore, decision model and decision system should be built considering the crucial factors and multiple scenarios of requests. To accomodate the needs of multiple scenarios, the decision model for classification will be built using the decision rules method. This method will set the decision making process of decision maker on different condition categories, as a result of different situations from each potential partners. The assessment will use criteria weighting with the method of Analytical Hierarchy Process (AHP) which consists of relative weighting that uses pairwise comparison and absolute weighting that refers to reference weight scale from relevant literature in terms of background and topic. The output of this research is a prototype of decision support system which accommodates criteria design, decision model for classification, and the assessment process using those criteria to generate the decision recommendation, classification of priority, and the associated notes. This recommendation further will be a consideration of decision maker to process a request.
