The decline in sea water quality is caused by various factors, including industrial pollution, domestic waste, and increasing mining activities. To deal with the problem of declining sea water quality due to human activities, effective and efficient control and management efforts are needed. In this study, efforts to control pollution and manage sea water quality are made in the form of a strategic program study as an effort to improve sea water quality and reduce the impact of human activities. The strategic program study was compiled using spatial analysis using ArcGIS software and policy analysis using the DPSIR (Driving Forces, Pressures, State, Impact, and Responses) paradigm; HITS (Holistic, Integrative, Thematic, and Spatial); and SWOT (Strengths, Weaknesses, Opportunities, and Threats). The results of the analysis show that there are critical locations for declining sea water quality in Jakarta Bay, namely in the Pluit pump building which has an IKAL value gradient of -0.81. The location of coral reef damage in Jakarta Bay is in the Seribu Islands with three levels of coral reef conditions (Good, Moderate, and Poor). The results of the study indicate that there is a relationship between the decline in seawater quality which causes damage to coral reefs in Jakarta Bay. The program strategy that has been carried out by the Indonesian government to manage seawater quality is through the creation of regulations and the implementation of the sustainable coast program (a conservation program and improvement of environmental conditions in marine and coastal areas). It is necessary to add a more frequent period for monitoring seawater quality and a more frequent period for monitoring coral reef damage in Jakarta Bay. text |
