Summary: | The construction of Gedebage – Tasikmalaya – Cilacap (Getaci) Toll Road aims to
improve connectivity of the island of Java, specifically at the section of Gedebage
– Nagreg (STA. 0+000 – STA. 22+850). To achieve this, it is necessary to do proper
planning for the toll road, which consists of traffic demand estimation, technical
design, construction method determination, cost estimation, and financial analysis.
The traffic demand estimation is conducted using the four steps transportation
modelling (4SM), that includes trip generation, trip distribution, modal split and
trip assignment. The modelling results projected a traffic flow of 10,238 vehicles
per day in 2025 with an average growth rate of 7.61% per year that eventually
reaches 87,017 vehicles per day at the end of its concession period in 2065.
The technical design is then conducted, which comprises of design of road
geometry, pavement, drainage system, bridge and retaining wall, and road signage
and marking. The toll road is designed using a 4/2 D road type along a length of
23.648 km that will later be expanded to 6/2 D in 2055. The road is designed with
7 horizontal alignments and 15 vertical alignments. Alongside the main road,
trumpet interchanges are also designed at Gedebage and Nagreg with 4 ramps each
using 1/1 road type. The pavement is designed to use jointed reinforced concrete
pavement (JRCP) with a 325 mm thickness and lean concrete base. The toll road
drainage is designed using a trapezoidal side ditch channel with dimensions of b =
0.6 m and h = 1 m, as well as 7 box culverts with the dimension of 1.5 m x 1.5 m.
The designed bridge is a girder bridge with a length of 21 m that utilises PC I H-
125 girders, with a 13.2 m counterfort retaining wall as its abutment. Road signage,
road markings, and construction method is adjusted accordingly to the design and
relevant regulatory standards.
The construction cost of the toll road is estimated to reach Rp4,233,876,573,506.
The financial analysis is then performed based on investment cost and revenue
analysis by making use of NPV, BCR, IRR and payback period. According to those
methods, the toll road is deemed financially feasible for construction and beneficial
to improve connectivity and economy, specifically in the West Java region. |
