Summary:Effective and sustainable waste management is a challenge faced by many cities worldwide, including the city of Cirebon. This research aims to analyze the effectiveness and sustainability of waste management strategies in Cirebon by using Virginia Solid Waste Management Hierarchy as the primary reference. The research methods employed field surveys, interviews with relevant stakeholders, and collection of secondary data related to waste management in Cirebon. Additionally, the Delphi method was utilized to gather opinions and perspectives regarding waste management strategies and programs from a panel of experts and stakeholders. The results of the Delphi analysis show that short and medium term programs will focus on socialization and study activities, then in the long term strict regulations and incinerator construction will begin to be implemented. In the SAW analysis comparing the implementation of the Virginia Solid Waste Management Hierarchy with the existing management scheme, it is known that the value of the implementation of the Virginia Solid Waste Management Hierarchy is greater, namely 2.15.
